For a patio built flat on existing grade, generally no. Kansas City, Missouri, and Overland Park both exempt on-grade patios from building permits, though setbacks still apply. Add a cover, a roof, or posts bearing on the slab, and a permit is required.
Four inches is standard for residential patio use, with thickened edges where the slab meets a drop-off or carries extra load. Thickness alone does not prevent cracking. The compacted base underneath and the control joint layout matter just as much.

Late summer through fall tends to be the most reliable window, since our clay soil gets saturated and unworkable after spring rains. That said, we build year-round and schedule around conditions rather than pouring into bad weather.
